Discourse Network is an add-on plugin for DiscussionBridge (DB) that coordinates members publishing their own selected content to other Discourse forums and to websites and publishing platforms.
Autonomous forums

Operate your own.
Member forums remain autonomous, retaining control over their content and participation. A forum can join another Network while operating its own—for example, a State forum joining a National Network while running its own Network for County and District forums.
Network requires DiscussionBridge and works without Discourse Federation. Member participation does not transfer ownership of content or create publication permission by itself.
